The Institute of Medicine (IOM) defines a Learning Health System as “one in which progress in science, informatics, and care culture align to generate new knowledge as an ongoing, natural by-product of the care experience, and seamlessly refine and deliver best practices for continuous improvement in health and health care.” The LHS Summit was sponsored by the Joseph H. Kanter Family Foundation (KFF). Dr. Charles Friedman, Director of the Health Informatics Program at the University of Michigan (previously a leader within the HHS/Office of the National Coordinator of Health IT), chaired the Planning Committee. At the Summit, over 80 organization representing stakeholders across the healthcare spectrum worked collaboratively to achieve multi-stakeholder consensus on a set of ten LHS Core Values that will underpin the LHS. Such consensus has given rise to a self-organizing (and ever-growing) Learning Health Community (LHC), bonded together by a shared belief in the Core Values and a common drive to work collaboratively to transform healthcare and health by realizing an LHS for our nation. It is envisioned that the LHS will be built in a collaborative, grassroots, multi-stakeholder fashion. It will develop as a system of systems harmonized into an ultra-large-scale system. A minimal essential set of collaboratively developed and broadly accepted standards to enable learning are the essential catalyst for spurring and empowering such harmonization.
The ESTEL initiative was launched by CDISC specifically to concentrate on identification of a minimal set of standards to enable the LHS. It was attended by representatives of universities, clinical research organizations, technology companies, service providers, standards developing organizations and government officials.
